Elements of a High Performance Organization The essay is written to address the following objectives, to wit: (1) to examine the elements of a high performance organization and of a learning organization, particularly police departments; (2) to explore how information technology (IT) contributes to making police departments on a high performance organization and a learning organization; and (3) to examine the role of IT as a strategic capability and to prepare a list of recommendations for IT to use to make police departments on a high performance and a learning organization.
Elements of a High Performance Organization
Introduction
Laws encourage peace by providing the set of rules and regulations with which people and business are equitably governed. Laws are specifically detailed in a country’s legal system enabling the general population access to monitor government power and exercise human rights and freedom. The organization tasked with the responsibilities of providing law and order in society is the police department. The history and evolution of the emergence of police force could be traced in the mid-19th century when major American cities began to develop police departments. These forces began to evolve out of earlier night watch systems that utilized volunteers or civilians (Christman, Hertig, Purpura & Segraves, 2003: 23).
Due to the delicate nature and scope of the responsibilities of police departments, they are considered high performance organizations. As defined, high performance organizations have “adopted a set of working practices deemed to enhance individual and organizational performance. They are also thought to lead to an ability to adapt to the changing business environment and to improvements in performance and quality of working life” (BNET Business Dictionary, 2010).
In this regard, the essay is written to address the following objectives, to wit: (1) to examine the elements of a high performance organization and of a learning organization, particularly police departments; (2) to explore how information technology (IT) contributes to making police departments on a high performance organization and a learning organization; and (3) to examine the role of IT as a strategic capability and to prepare a list of recommendations for IT to use to make police departments on a high performance and a learning organization.
